Cowbell, a provider of AI-native cyber and specialty insurance solutions for small and medium-sized enterprises (SMEs), has launched OMNI, an AI-native decision intelligence system designed to support the future development, underwriting and delivery of specialty insurance products.
The platform is built on Cowbell’s integrated AI technology platform and global risk pool of more than 55 million entities, enabling insurers to assess complex risks and deliver more tailored underwriting solutions with greater speed and consistency.
OMNI has been developed as an intelligence layer to support its specialty insurance business. The system integrates artificial intelligence, workflow automation, decision support and governance capabilities into a single operating model.
Cowbell said the platform supports a range of insurance activities, including underwriting, claims management, cybersecurity services, customer engagement, product creation and operational processes.
OMNI’s initial application solves a long-standing challenge in specialty insurance: managing large volumes of lower-premium excess and surplus (E&S) business for small and medium-sized organizations while maintaining underwriting quality.
OMNI uses a dedicated team of AI agents and human underwriting to review submissions, identify relevant risk information, analyze internal and external data sources, and provide coverage and pricing recommendations, the company explained. The technology can generate qualified non-endorsed quotes in minutes, compared to the longer time it typically takes for traditional specialty insurance workflows.

OMNI is designed to enhance the role of underwriters by helping teams manage the increasing complexity of SME insurance. The company noted that growing submission volumes and smaller account premiums may make it difficult for traditional underwriting methods to scale effectively.
By using artificial intelligence agents and small language models, OMNI can gather relevant information, interpret risk signals, assess underwriting preferences, coordinate processes and generate recommendations for consideration by human experts, Cowbell said. The company emphasized that the underwriters continue to make the final decision, maintaining professional oversight, accountability and governance throughout the process.
Cowbell reports that OMNI supports a more efficient underwriting approach and has generated 53% growth in new business since launch.
In addition to underwriting, OMNI is being applied in other areas of specialty insurance, creating a connected, intelligent system designed to support decision-making throughout the insurance lifecycle.
OMNI is built around three main capabilities: intelligence, orchestration, and governance. Through intelligent capabilities, the system uses specialized AI agents and insurance-centric language models to support underwriting, claims, cybersecurity services, customer interactions and business development.
