Sypher Insurance Exchange receives Florida Certificate of Authority ahead of homeowners market entry

Sypher Insurance Exchange, a reciprocal homeowners insurance exchange based in Tampa, has received a certificate of authorization from the Florida Office of Insurance Regulation and expects to begin writing homeowners insurance policies across the state later this summer.

Sypher founder and CEO Subhashish Dutta noted that the company brings a “fundamentally different” approach to Florida’s sustainability capabilities.

“Over the past two years, we have built an integrated platform that brings insurance, reinsurance and technology together from day one. The result is faster decision-making, greater transparency across the ecosystem and the ability to endure and serve agents and policyholders designed to endure over the long term,” Dutta continued.

The product launch comes at a time when Florida’s insurance market is improving significantly, according to Sypher.

The company observes that legislative reforms in 2022 and 2023 have increased the operational dynamism of the market, with litigation declining and new capital entering the space.

Sypher added: “Florida’s insurance market has stabilized, but the path forward requires more than just taking advantage of improving conditions.

“This crisis has exposed important gaps in how operators handle risk, capital and operations. Sypher was built to address these gaps, with a platform designed not for the market itself, but to address future challenges and the need for operators that can adapt without disruption.”

Sypher said it is taking a different approach than many companies that have recently entered Florida’s property insurance market, which have pursued rapid growth through population reduction programs and citizen policies.

Instead, the company is reportedly pursuing a completely organic growth strategy, with policies selectively set, quoted and disciplined through independent agents.

The insurer noted that it has spent several years laying the foundation for scalable growth, developing its own rates, forms and technology platform to handle the complexities of the Florida market while delivering rigorous and competitive products.

Sypher added that its leadership team has more than 75 years of combined experience in Florida property and catastrophe insurance, spanning underwriting, reinsurance and distribution.

Founders Subhashish Dutta, Laura Johnson and Crystal McInnis have all built their careers in the complex coastal insurance market, providing a practical understanding of the challenges of building and sustaining a Florida-focused insurance company.
