Guy Carpenter, a global risk and reinsurance specialist and a Marsh business, announced the appointment of Phil Xu as Managing Director (MD) and Chief Operating Officer (COO) for Mainland China and Hong Kong, effective August 1, 2026.
Xue has over 20 years of experience in the insurance and reinsurance sectors and has a proven track record in leadership and executive management.
Guy Carpenter said that in his new role, he will work closely with the firm’s brokerage leadership team to support growth and enhance coordination between brokerage, analytics and support functions with the aim of enhancing service delivery to clients and the wider market.

The company added: “Phil brings more than 20 years of experience in insurance and reinsurance with a strong record of leadership and execution achievements. He will work closely with our brokerage leaders to accelerate growth and drive alignment among brokerage, analytics and support teams to enhance our service offering to clients and the market.”
Prior to rejoining Guy Carpenter, Mr. Xue served as Chief Executive Officer of AXA International Reinsurance (Shanghai) Co., Ltd. (AIRe) from April 2024. Prior to this, he served as CEO and China Country Manager of AXA XL, a division of AXA, from January 2018 to April 2024.
Xue previously worked with Guy Carpenter for more than a decade. From September 2012 to January 2018, he served as the head of the company’s Shanghai branch. Previously, he served as senior vice president of non-Beijing markets from May 2007 to September 2012, based in Hong Kong.
