The Global Shield Solutions Platform (GSSP) is supporting the Southeast Asia Disaster Risk Insurance Fund Insurance Company (SEADRIF) to expand climate and disaster risk financing and insurance (CDRFI) capabilities across the region.
This collaboration aims to assist member states in building resilience and response strategies to climate-driven events.
With funding from GSSP, a multi-donor fund that provides rapid, pre-arranged insurance and emergency funding to climate-vulnerable developing countries, SEADRIF will implement a program of insurance company engagement, risk data analysis and knowledge-sharing activities.
Its agenda will also include national-level workshops and targeted training programs across Southeast Asia.
“This initiative will strengthen engagement with SEADRIF member countries and support the development of more locally appropriate approaches to disaster risk financing. It also aims to deepen institutional and technical capabilities while expanding access to practical knowledge resources and professional training,” GSSP said.
Working with government agencies, public insurers and key stakeholders, the program aims to enhance the understanding of disaster and climate risks while promoting the development of country-specific use cases.
The project will also launch SEADRIF scholarships and training courses by promoting the preparation of groundbreaking insurance and risk finance frameworks.
These efforts aim to build local proficiency and encourage the creation of a strong regional community focused on climate and disaster risk finance and insurance (CDRFI).
GSSP emphasizes that as climate-related disasters become more frequent and severe, the need for actionable, context-specific solutions becomes increasingly urgent.
This initiative helps governments improve risk assessment, preparedness and financial protection. By promoting knowledge and regional cooperation, it enables public institutions to build resilience and advance effective disaster management and adaptation.
Dr Annette Detken, head of the Global Shield Solutions Platform, said: “Strengthening climate and disaster risk financing capabilities is critical to help countries better manage the impacts of increasingly frequent and severe climate-related shocks.
“Through our support to SEADRIF, we aim to expand access to practical knowledge, technical expertise and learning opportunities to help governments make more informed decisions about financial protection and resilience. By investing in local capacity and regional exchanges, this initiative will contribute to a stronger, more sustainable approach to climate and disaster risk financing across Southeast Asia.”
Benedikt Signer, CEO of SEADRIF Insurance Company, commented: “ASEAN countries are stepping up efforts to strengthen climate and disaster risk financing as part of their national core development priorities. Meeting this demand requires sustained investment in capabilities, analytics and market infrastructure to make financial protection work at scale.”
“Partnering with GSSP brings complementary resources that enable SEADRIF to go faster and further, expand the development of risk analytics, deepen engagement with domestic insurance markets, and accelerate ASEAN countries’ access to the financial protection they need.”
