Liberty Specialty Markets, part of Liberty Mutual Insurance Group, has appointed Winsee Cheung as director of its licensing business unit, effective April 7, 2026.
Cheung will be responsible for leading the UK and MENA functions, joining Liberty’s underwriting leadership team alongside other divisional directors.
Together they set the strategic direction for their respective areas and remain committed to supporting clients and brokerage partners.
Zhang will report directly to Henry Nielsen, chief underwriting officer, UK and MENA, and will be responsible for managing the overall performance of the integrated business unit.
Her responsibilities will focus on maintaining strict underwriting standards, improving profitability and ensuring rigorous cycle management.
She joins from Marsh, bringing 25 years of industry experience, including a proven track record of leadership and expertise in portfolio solutions.
