The SEADRIF Insurance Company has made payouts totalling US$1,137,500 to the Government of Lao PDR and the United Nations World Food Programme (WFP), following severe flooding that triggered both the country’s two-year parametric sovereign policy and WFP’s disaster resilience policy.
The funding was triggered after intense southwest monsoon activity and low-pressure systems caused widespread flooding across the country that impacted more than 260,000 people nationwide.
SEADRIF renewed its sovereign policy with the Government of Lao PDR in 2025, introducing the #PEOPLE government-reported impact trigger.
WFP adopted the same trigger structure in a policy with SEADRIF in 2026, creating the first fully aligned government and humanitarian insurance arrangement of its kind in ASEAN.
The number of affected citizens surpassed the 200,000-person mark, verified by the Lao PDR National Disaster Management Office (NDMO), triggering the first payout threshold under both SEADRIF policies.
The figures were verified by reinsurance broker Gallagher Re, the calculation agent which also structured and placed the Lao PDR parametric re/insurance programme on behalf of SEADRIF. Following verification, SEADRIF paid out US$1 million to the Government of Lao PDR, under its US$8 million annual coverage, and US$137,500 to WFP, under its US$1.1 million policy.

“These payouts reflect what both policies were designed to do: timely and effective support through pre-arranged financing with payout triggers that are directly aligned to actual disaster impacts. SEADRIF will continue to coordinate closely with the Government of Lao PDR, WFP and our partners as the situation develops.”
The Government of Lao PDR’s two-year sovereign policy provides up to USD 16 million in multi-peril protection. It introduced #PEOPLE, a world-first government-reported impact trigger.
Through the Global Shield Financing Facility and Risk Finance Umbrella Multi-Donor Trust Funds, the World Bank works alongside the Lao PDR Ministry of Finance across all phases of the policy—spanning premium financing structures, contingency preparedness, and the efficient administration and disbursement of funds.
Under #PEOPLE, payouts are activated when the annual official number of people affected by disasters as reported by the NDMO crosses pre-agreed thresholds. In 2025, the policy delivered a US$2 million payout following the cumulative impacts of Tropical Cyclones Wutip and Wipha, flooding and monsoon rains.
WFP’s policy mirrors the sovereign policy’s impact-based structure, providing up to US$1.1 million in protection. Payouts finance WFP’s response operations and are deployed in coordination with the government through a jointly agreed response plan.
SEADRIF stated that it continues to monitor conditions alongside government and UN partners, with additional funding available should cumulative disaster figures reach higher threshold tiers.
