The Reinsurance Association of America (RAA), the U.S. property and casualty reinsurance industry association, has appointed Susan Donegan as senior vice president (SVP) and head of country relations, effective June 1, 2026.
Donegan is an industry veteran who most recently served as chief regulatory officer for the National Council for Compensation Insurance (NCCI), where he led engagement with 36 state insurance departments and legislative bodies, as well as federal agencies and industry organizations.
She previously served as commissioner of the Vermont Department of Financial Regulation, where she oversaw the state’s insurance, captive insurance, banking and securities sectors.
As Vermont Commissioner, Donegan also served on various committees for the National Association of Insurance Commissioners and the International Association of Insurance Regulators.
Her career includes senior leadership roles in the public and private sectors. She served as counsel to the Commissioner of the Massachusetts Department of Insurance and practiced law in Boston and Amsterdam.
