Property and casualty insurance company Liberty Mutual Insurance recently announced that Neeti Bhalla Johnson will resign as President of Global Risk Solutions (GRS) on March 6, 2026 to pursue new opportunities.
As President of GRS, Bhalla Johnson oversaw a significant transformation of the company’s commercial and specialty reinsurance businesses in 24 countries, achieving $23 billion in gross written premiums.
Under her leadership, GRS achieved significant improvements in combined ratio and developed a long-term strategic roadmap extending to 2030. She develops and promotes top talent throughout the organization while championing a client-first philosophy and enhancing interactions with clients and brokers around the world.
“The people I work with at GRS – our teams around the world, our clients, our broker partners – have made the past few years incredibly rewarding,” added Bhalla Johnson.
“I’m most proud of the team we’ve built and what we’ve accomplished together. It’s been extraordinary to see talented people come together around a shared vision to turn around our performance and deliver for our clients. I believe GRS has what it takes to continue to thrive – the right strategy, great people and real drive.”
Prior to leading GRS, Bhalla Johnson served as chief investment officer at Liberty Mutual, where she was responsible for revitalizing and advancing the company’s investment platform. During her 13 years with the organization, she encouraged a forward-thinking approach and was a strong supporter of diversity, equity and inclusion.
“Neeti has been a transformational leader at Liberty Mutual,” commented Tim Sweeney, Chairman, President and CEO of Liberty Mutual Insurance. “As Chief Investment Officer, she strengthened our investing capabilities and built a world-class team. As President of GRS, she delivered an impressive turnaround—dramatically improving our underwriting performance, attracting top talent, and setting strategic direction that positions us for long-term success.
He continued: “In addition to Liberty Mutual, Neeti has been a thought leader in the insurance industry, influencing how we think about risk, innovation and the evolving needs of our commercial clients. We are grateful for her many contributions and wish her great success in her future endeavors.”
Bhalla Johnson will help ensure an orderly leadership transition and will remain an advisor to the CEO until June 2026.
Effective March 6, 2026, Matthew Moore will serve as President of Global Risk Solutions (GRS), reporting directly to Sweeney. He currently leads the underwriting organization within GRS.
Moore has been with Liberty Mutual for more than 24 years, holding various senior leadership positions in the company’s global specialty insurance and reinsurance businesses.
For the past four years, he has overseen GRS’s underwriting strategy and performance. His industry involvement includes serving as Chairman of the London Market Group, a member of the boards of Lloyd’s of London and Allied Reinsurance and Vice President of the Insurance Institute of London.

I want to thank Neeti for her exceptional leadership in transforming GRS and helping the organization achieve continued success. I look forward to working with our leadership team, partners and colleagues to maintain momentum and advance our 2030 vision,” said Moore.
