African Risk Capacity appoints David Maslo as CEO

Africa Risk Capabilities Ltd. (ARC Ltd.), Africa’s first development-focused parametric insurance company, has permanently appointed David Maslo as its interim Chief Executive Officer (CEO) after successfully leading the company through a period of significant transformation.

The ARC Ltd. board of directors appointed Maslo as interim CEO in June 2025. He previously served as chief risk management officer of the Caribbean Catastrophe Risk Insurance Fund Separate Portfolio Company (CCRIF SPC).

As interim CEO, he led the company to its strongest annual financial performance since its inception, with premium revenue reaching a record high last year, while ARC Ltd. also expanded its multi-risk product range to include sovereign flood insurance and launched the Re-Takaful facility.

ARC Ltd. said that under his leadership as CEO, the company will work to accelerate its transformation, deepen its role as a trusted development partner and seek to support governments and eligible entities with insurance and risk financing solutions.

Cecilia Akintomide, Chair of the Board of Directors of ARC Ltd., said: “ARC’s goal is clear: to help close Africa’s protection gaps, reach more countries and communities, and make resilience a common reality on the continent. Under David’s leadership, I am confident that ARC Ltd. will continue to expand innovative risk financing solutions.
