Lloyd’s adds Fiona Luck and Sean McGovern as new Deputy Chairs

Specialist Lloyd’s Insurance and Reinsurance Markets has confirmed the additions of Fiona Luck and Sean McGovern as deputy chairmen, joining Victoria Carter who has held the role since 2021.

Luck joined the Lloyd’s Council as deputy chairman in 2018 and was appointed as senior independent director, subject to regulatory approval, following the departure of Lord Mark Sedwill in November 2025.

Lloyd’s has confirmed that Luck will be tasked with providing expertise and support and is currently seeking a permanent independent director.

Currently, she serves as a non-executive director of Convex, HSBC Bermuda and Chairman of Phoenix Re Bermuda.

McGovern, who is head of AXA XL’s insurance business in the UK and Lloyd’s markets, will join the Lloyd’s Council in 2023 and replace Andrew Brooks as deputy chairman, effective February 1, 2026.

In addition to his responsibilities as Chairman of the Lloyd’s Market Association (LMA), he also serves as Deputy Chairman.

Sir Charles Roxburgh, chairman of Lloyd’s, said: “I am delighted that Fiona has taken on additional council responsibilities as our senior independent director and to confirm Fiona and Sean as our new deputy chairmen. Their combined experience and deep understanding of the Lloyd’s market will continue to strengthen the council and guide our strategic focus in the period ahead.”
