HIVE expands into Political Violence & Terrorism with Stuart Harmer appointment

HIVE Underwriters, an independent specialist MGA, has expanded into the political violence and terrorism (PVT) insurance market with the hiring of Stuart Harmer as PVT collective underwriter.

The move marks another step in HIVE’s evolution into a multi-category specialist MGA, strengthening its knowledge-led underwriting proposition.

PVT’s expansion will be based on advanced technologies. HIVE accelerates investments in digital infrastructure and underwriting capabilities with the appointment of George Stylli as chief technology officer.

The PVT team will benefit from a sophisticated classification and exposure management system, enhanced data architecture and dynamic threat assessment tools, reflecting the rigorous approach HIVE applies across its air combat portfolio.

By combining specialized underwriting expertise with intelligent data infrastructure, the company aims to enable faster decision-making, clearer risk visibility and greater portfolio control from day one.

Under Harmer’s leadership, HIVE will build a focused PVT offering centered on rigorous risk selection, data-based underwriting and close collaboration with brokers and capital partners.

The unit will focus on specialized areas of the political violence and terrorism markets, where underwriting insights and structural expertise are key to sustainable performance.

Harmer joins HIVE from Atrium Underwriting Group Ltd., where he worked as an underwriter. He brings extensive experience in the political violence and terrorism markets, as well as strong broker and capacity relationships in global specialty areas.

In June 2025, HIVE expanded into the space insurance sector, appointing Jack Kenneally as collective underwriter. In January 2026, MGA announced its expansion into the specialty marine insurance sector and appointed Nick Lewis as chief underwriting officer of marine insurance, effective in July 2026.
