Admiral Group to broaden its motor offering with Flock acquisition

British insurance company Admiral Group has reached an agreement to acquire digital commercial fleet insurance provider Flock.

The acquisition, worth £80 million and subject to regulatory approval, will give Admiral access to Flock’s innovative telemetry technology, which tracks vehicle data in real time.

Flock’s digital platform uses a proprietary AI-driven risk model trained on hundreds of millions of miles of real-world driving data to reward commercial automotive customers who demonstrate improved safety throughout the policy lifecycle.

The company’s easily accessible digital channels make it an attractive option for commercial fleet owners. As a result, the insurer now covers hundreds of connected fleets, providing them with personalized, real-time safety guidance and advice based on real-time driving data.

The group’s venture capital arm, Admiral Pioneer, initially partnered with Flock to expand the group’s focus on commercial vehicle customers in 2024.

Emma Huntington, CEO of Admiral Pioneer, said: “Thirty years ago, Admiral started life as a startup challenger focused on leveraging data and technology to deliver better prices and service to customers. Working with Flock since 2024, we have seen first-hand how they have successfully applied a similar approach to the commercial motor insurance market.

“This acquisition will give us immediate access to high-growth market segments, proven technology and a scalable platform. We look forward to working with Ed, Antton and their team to deliver high-quality coverage and service and safer roads to new and existing fleet customers.”

The acquisition is a strategic move by Admiral to future-proof its motor products and expand its product range, consolidating its existing strengths in areas such as data and technology, distribution, pricing and claims, risk management and customer service.

Flock will become Admiral’s telemetry fleet insurance solution and the company’s team will join Admiral’s fleet insurance products. Flock CEO Ed Leon Klinger will join Admiral Pioneer’s leadership team.

Ed Leon Klinger, CEO of Flock, commented: “Flock’s mission has always been to make the world a safer place and we firmly believe that insurance should help reduce accidents, not just pay claims. Over the past decade, we have pioneered a radically different approach in the industry, using real-time data and artificial intelligence to reward safer driving habits and reduce costs for fleet customers.

“I’m incredibly proud of what the Flock team has accomplished. This acquisition of Admiral is a big day for us. It brings together Admiral’s scale and expertise with our talent and technology. I’m very excited about what this transaction means for our customers, employees and the future of the industry.”

Flock founder Antton Peña added: “The fleet industry has grown rapidly in recent years, driven by the adoption of new technologies. We developed a product that responds directly to the changing needs of fleet operators and we are seeing strong demand as we expand our product range to support a wider range of fleet types.

“This acquisition of Admiral combines our technology with Admiral’s best-in-class services to provide fleets and brokers with a stronger and broader proposition. We are excited about the journey forward with Admiral, our broker partners and fleet customers.”

The transaction is expected to close in the second quarter of 2026 and will be funded through existing resources and credit lines.
