QBE appoints Andy Tsui to dual leadership role supporting Asia growth strategy

International insurer and reinsurer QBE has announced the appointment of Andy Tsui as Head of Corporate Underwriting for Hong Kong and Macau and Head of People Risk for Asia, effective June 1, 2026.

Xu will be based in Hong Kong and will report to Lei Yu, CEO of North Asia.

In his new role, he will have local underwriting authority for all company product lines and work closely with regional chief underwriting officers and product leaders to oversee underwriting performance, operations and strategy.

In his additional role as Head of People Risk, Asia, Tsui will focus on developing and executing QBE’s People Risk client value proposition in Asia.

People Risk is a new integrated approach that combines insurance, risk insights and consulting services to cover workplace injury management, employee compensation and health-related risks.

Tsui will join Christelle Poh, who was appointed QBE’s head of distribution for Hong Kong and Macau in April 2026, expanding her remit from managing local institutions and brokers to include international and regional brokers.

He has over 24 years of insurance industry experience in Asia Pacific, specializing in underwriting, actuarial science, portfolio management and strategic leadership.

Prior to joining QBE, Tsui served as a strategic advisor to a private insurance brokerage/agency group in Hong Kong. Prior to that, he spent ten years at Allied World, most recently as senior vice president and head of Hong Kong.

Earlier in his career, he held positions at RSA (now Intact Insurance), Ernst & Young, PwC and Suncorp.
