Arrowhead Programs establishes Arrowhead Public Entity practice group

Arrowhead Programs, the general management body that designs and manages specialist insurance schemes, has announced the launch of Arrowhead Public Entity, a practice group dedicated to public sector insurance.

The new group combines the public sector capabilities of seven existing Arrowhead businesses. By 2025, total premiums written by these companies will exceed US$1 billion.

By bringing these businesses together, Arrowhead Public Entity aims to provide a single point of access to the company’s shared resources, operating systems, analytical tools and team of experts to support servicing customers across the United States.

Arrowhead Public Entity offers multiple lines of insurance to public sector organizations, including professional liability, casualty, property, workers’ compensation and accident and health insurance. The business team also supports different plan structures, including direct market plans, insurance pools and self-insured retention (SIR) arrangements.

The group’s operating model connects teams across participating businesses, enabling them to monitor liability developments and regulatory changes affecting public entities. This structure is designed to help brokers and insured organizations respond to changing risks and manage insurance-related costs while maintaining services to the communities they represent.

Eric Homer will lead Arrowhead Public Entity and oversee its programs, insurance pools and operations teams. Homer joined Clear Risk Solutions in 2003 after Arrowhead Programs acquired the company. He has more than thirty years of experience working with public entities, nonprofits, and tribal communities with a focus on insurance program development and risk transfer strategies.

During his career, Homer has also been involved in industry initiatives related to public sector insurance, including the development of joint self-insurance programs, the expansion of loss control and risk management services, and participation in policy and regulatory discussions affecting the industry.
